

Meet the Doctor
Carl A Powell, D.O., F.A.C.S.
General & Laser Medicine and Surgery
Dr. Carl A. Powell is a board certified surgeon who specializes in Vein Disease. He is a Fellow in the American College of Surgery and the Society of Laser Medicine and Surgery and a Member of the American Academy of Phlebology. He is also a certified Laser Safety Officer by the American Institute of Laser Medicine. Dr. Powell has more than twenty years of experience in treating vein disease and has performed thousands of vein procedures.
Dr. Powell grew up in California, attended college at the United States Naval Academy, did premedical training at San Diego State University, and completed medical school at the College of Osteopathic Medicine of the Pacific. He received the “Most Outstanding Student” award graduating in the top ten percent of his medical school class. Dr. Powell was recognized by his medical school faculty in “Who’s Who in American Medical Schools” for his achievements during his four years of medical school.
Dr. Powell served in the Navy for thirty-one years prior to retiring in 2002. His surgical training was from the University of California—Davis where he trained under surgeons in San Francisco, Oakland, and Sacramento. During the last year of surgical training, Dr. Powell was chosen to accompany a distinguished cardiovascular surgeon to Leningrad to train Russian heart surgeons. Dr. Powell received his initial vein disease training from general and vascular surgeons in San Francisco and Oakland as part of his residency program.
Dr. Powell spent the last seven years in the Navy taking care of military families and retirees at Camp Pendleton Naval Hospital. During this period, he trained hundreds of doctors, nurses, and corpsman in operational and wartime surgical care as well as medical students and residents in hospital care. He had the honor to serve as a surgical fellow and faculty member for the Baylor University general surgery residency program operating at Ben Taub County Hospital in Houston,Texas. Many of Dr. Powell’s trainees have been instrumental in saving lives and limbs in Afghanistan and Iraq.
Dr. Powell has been dedicated to the treatment of vein disease for the last twenty years. He has been trained by prominent physicians throughout the country, has attended workshops and seminars on the newest procedures, and continues to work with the most innovative vein disease physicians and corporations in order to provide state-of-the-art vein care to his patients. He provided the majority of vein care at Camp Pendleton Naval Hospital for seven years prior to retiring from the Navy in 2002, served as the Director of the San Diego Laser Medical Center for a year, and presently is the Director of the Vein Center of San Diego in Cardiff, California. Dr. Powell is certified by VNUS corporation to perform the Closure® Radiofrequency procedure and by CoolTouch to perform the EVLT® (Endoluminal Venous Laser Treatment) for varicose vein and venous insufficiency procedures. These treatment modalities have revolutionized the treatment of vein disease replacing the old vein stripping procedure that left multiple scars and required weeks of recovery time.
Dr. Powell has joined with Mary Roberts, an experienced laser and operating room nurse in order to bring the full spectrum of vein care to the families of San Diego County. They are dedicated to providing state-of-the-art care, in a safe and non-threatening manner, and at a fair and reasonable price.
